After seven years litigating minimum wage, overtime and OSHA cases for the U.S. Department of Labor in Boston, David moved to Oregon in 1987 to join a firm representing public safety labor organizations in the Northwest. In 1993 he went solo. He continued to represent public safety labor organizations and in addition, his solo practice included litigation on behalf of employees—wage claims, discrimination and wrongful termination.

Since 1987 David has arbitrated and won reinstatement for officers and fire fighters from Vancouver, Shelton, Cowlitz County Fire and Rescue #2, Marion County, Josephine County, and Portland. He has negotiated over 100 collective bargaining agreements in Washington and Oregon. He has successfully represented Washington and Oregon police labor organizations in interest arbitrations, most recently Jefferson County Law Enforcement Association (Oregon) and King County Corrections Guild (Washington). He has represented Washington labor organizations before the State Court of Appeals and Supreme Court. David has represented the Vancouver Police Officers Guild, the firm’s largest client, since 1991.

David graduated from the University of Wisconsin—Madison in 1977 and from the Boston College School of Law in 1980. He is admitted to practice in Oregon, Washington and Massachusetts (inactive).
